אמר מר אין עושין שררות על הצבור פחות משנים מנא הני מילי אמר רב נחמן אמר קרא (שמות כח, ה) והם יקחו את הזהב וגו'
Food is distributed every day, the charity fund every Friday. The soup kitchen is for all comers, the charity fund for the poor of the town only. The townspeople, however, are at liberty to use the soup kitchen like the charity fund and vice versa, and to apply them to whatever purposes they choose.<span class="x" onmousemove="('comment',' Tosaf. mentions that in virtue of this rule Rabbenu Tam diverted money collected for charity to the payment of the town guard, since it had been collected on this condition. ');"><sup>8</sup></span>
Tosefta Peah
[We give to the poor from] the charity dish the whole day. [And we give the to poor from] the communal fund from Sabbath eve to Sabbath eve. [We give from] the charity dish to every person, [and from] the communal fund to people from the same town. If [a particular poor person] was there for thirty days, behold, he is like the people of the town [for purposes of] the communal fund, and [we provide him] clothing for six months. [However], to the poor people of the city [we provide] clothing for twelve months.
